About me

Herbert Bickley is a highly experienced Civil Engineer with a distinguished career in the highway construction and transportation industry. With expertise spanning business development, project management, and engineering oversight, he has held leadership roles in both the public and private sectors.

Herbert’s career includes serving as Vice President of Business Development for Stripe-A-Zone, LLC and Striping Service and Supply, where he played a key role in developing new products, securing DOT approvals, and expanding market presence. As Regional Manager at Klotz Associates, he led business operations and client relations for East Texas, overseeing infrastructure projects and ensuring quality engineering solutions. Prior to that, he served as General Manager at Striping Technology, L.P., where he managed multi-division operations and implemented innovative processes that significantly improved efficiency.

Earlier in his career, Herbert spent over three decades with the Texas Department of Transportation (TxDOT), where he rose to the position of District Engineer for the Abilene District, overseeing multi-million-dollar projects, regional transportation planning, and operational improvements. His leadership in transportation safety and infrastructure development has been recognized at the highest levels, including receiving the prestigious Dewitt C. Greer Award for Outstanding Service in Highway Engineering.

A licensed Professional Engineer in Texas, Herbert holds dual degrees in Civil Engineering and Computer Science from Texas A&M University. He remains actively involved in industry organizations, advocating for innovation and safety in transportation.
